The following video outlines a simple method for installing wheel decals using the wet method.  As described in our installation article, the soapy water you will use should be no stronger than one quarter teaspoon of Liquid Dawn per 16 ounces of water.  For a small spray bottle, often just a drop will do it.  Be careful not to use too much soap.
